Membership Categories

Full member

To be eligible for full membership of the National Council of Jewellery Valuers you must be a qualified valuer who provides valuations on a professional basis. Full members must:

  • Agree to be bound by the NCJV Code of Ethics.
  • Hold professional indemnity insurance if joining after January 1, 2005.
  • Satisfy the council that you are a qualified valuer in that you:
    1. Have completed a Dip. Gem (Valuation) run by the Gemmological Association of Australia with the following components:
      • Certificate IV in Gemmological Studies
      • GAA Practical Diamond Grading
      • Synthetics and Gemmology Update
      • Administration, Management and Human Resources, and
      • GAA Jewellery and Gemstone Valuation, or
    2. Have an acceptable accredited qualification which has equivalent components to (a) or
    3. Have a recognised industry specialty and are competent in valuing procedures within a designated specialist category, or
  • Agree to provide the NCJV with updated information in order to ensure continuity of eligibility.
  • Undertake and complete educational updates as determined by the Board and published on the NCJV website.
  • Receive technical information produced by the NCJV and applicable to this category of membership.

Full members have voting rights.

Business Member

An individual trading under a business name, company, trust, partnership or other trading entity may apply to have the business classified as an NCJV Business Member. To be eligible, the owner must establish that the business:

  • Has a registered business name.
  • Has professional indemnity insurance, if joining after January 1, 2005.
  • Is incorporated (where applicable).
  • Has a Full Member who is either:
    1. An owner, partner, trustee or director who is a working principal in the business, or
    2. An employee who is a qualified valuer.

The applicant for a business membership must agree:

  • To ensure the business is bound by the Code of Ethics of the NCJV.
  • To pay any prescribed membership fees.
  • Not to make any representations on behalf of the NCJV or hold itself out as its agent.
  • To notify the NCJV of any changes that may affect its eligibility to continue as a Business Member.
  • To ensure that they always have a valid certificate of registration of business name or it is incorporated.

A Business Member has a right to apply to have its website linked to the NCJV and vice versa. The NCJV may grant this right providing the Business Member agrees to:

  • Pay any prescribed fees.
  • Comply with any of the NCJV’s terms and conditions.
  • Place any necessary notices or disclaimers etc as requested by the NCJV.
  • Keep the website updated.

After payment of the first Full Member and Business Member fees, the Business Member is entitled to a discount on all other Full Member fees paid in relation to the business.

A Business Member must undertake and complete educational updates as determined by the Board and published on the Board’s website. A Business Member will receive technical information produced by the NCJV and applicable to this category of membership.

Sponsored Member

A Sponsored Member is a business that independently contracts, or deals with a Full Member to provide independent valuation services to that member.

The Sponsored Member has no voting rights. The Sponsored Member will receive technical information produced by the NCJV and applicable to this category of membership.

To be eligible as a Sponsored Member, the applicant must agree:

  • To ensure that the relationship between their business and the Full Member/Business Member is regulated by a signed service agreement.
  • That they only use the independent valuations for the purpose for which they were provided.
  • To comply with any laws or regulations relating to their business.
  • To use only the services of a qualified valuer in the course of conducting jewellery valuations.

Non-Practising Full Members

A Full Member who is not practising may apply to become a Non Practising Full Member for up to three years at any one time without losing Full Membership status. A Non Practising Full Member has no voting rights.

A Non Practising Full Member will receive technical information produced by the NCJV and applicable to this category of membership.

To be eligible as a Non Practising Full Member, you must have been a Full Member for two consecutive years prior to the application.

All applicants must agree:

  • To return any seals, stickers and membership certificates.
  • Not to provide valuations which use the seals, refer to a continuing connection between them and the NCJV or use the NCJV’s name in valuations.
  • To sign a statutory declaration showing you have ceased practice and acknowledging you will not use the seals or certificates of the NCJV as stated above.
  • To maintain educational updates in the year that they become non practising or such alternatives as determined by the Board and published on the Board’s website, or successfully complete the current full valuer’s examination.
  • To comply with any other reasonable terms and conditions of the NCJV.

Retired Full Members

Someone who has been a Full Member for two consecutive years and is no longer working as a qualified valuer may apply to become a Retired Full Member.

Their continuous period as a Full Member is terminated upon becoming a Retired Full Member. There are no voting rights attached to this category of membership and there is no obligation to maintain educational updates.

In order to become a Retired Full Member, you must:

  • Apply in writing.
  • Provide a Statutory Declaration stating that you no longer practice.

All applicants must agree:

  • To return any seals, stickers or membership certificates.
  • Not to provide valuations that use the seals, refer to a continuing connection with the NCJV or use the NCJV’s name in valuations.

Reinstatement of a Retired Full Member to Full Member is not an automatic entitlement. The former member must provide proof of updated educational competency and skills or successfully complete the current full valuer’s examination, and pay all appropriate fees.

Affiliate Member

These are individuals or entities that are not directly or indirectly engaged in the business of providing valuation services and are not qualified valuers.

They have no right to use the seal and have no right to make any representations without written agreement.

There are no voting rights attached to this category of membership. Affiliate members may attend NCJV seminars or courses upon paying the relevant fees and will receive applicable technical information produced by the NCJV.

They may also be entitled (upon written application, payment of the prescribed fees and agreeing to comply with the relevant terms and conditions) to have links with approved websites to the NCJV. However, there is no automatic entitlement for a link and you must comply with all the terms and conditions.

Student Member

This is someone who is currently enrolled in a course that may lead to a Dip. Gem. (Valuation) or the equivalent. The Student Member has no voting rights attached to their membership.

The Student Member does have a right to receive various discounts in relation to courses outside their Dip. Gem. (Valuation). The Student Member will receive technical information produced by the NCJV and applicable to this category of membership.
